The National Assembly quickly passed a resolution requiring the state of martial law to be lifted, with all 190 members present of 300 voting in favor. </p><p>During approximately six hours of martial law, armed soldiers forcibly entered the National Assembly&#8217;s main building as political activities had been prohibited under Yoon&#8217;s declaration. Yoon defended the declaration as an act of governance meant to defend the country from &#8220;North Korean communist forces&#8221; and to &#8220;eradicate the shameless pro-North, anti-state forces,&#8221; the latter ostensibly referring to the country&#8217;s opposition, led by the Democratic Party of Korea.</p><p>Following his impeachment, Yoon ignored summonses issued by the Corruption Investigation Office for High-ranking Officials (CIO), leading to a standoff between authorities attempting to execute a warrant for Yoon&#8217;s arrest were blocked on multiple occasions by personnel of the Presidential Security Service (PSS). </p><p>Yoon was eventually <a href="https://www.theasiacable.com/p/yoon-suk-yeol-detained-taken-for">detained</a> on the morning of Jan. 15 and taken for questioning by CIO officials in a non-violent operation after troops assigned to assist PSS personnel in protecting the president refused to further obstruct efforts to detain him.</p><p>In his absence, both Prime Minister Han Duck-soo and Minister of Economy and Finance Choi Sang-mok assumed the duties of the presidency in an acting capacity, the former being <a href="https://www.theasiacable.com/p/han-duck-soo-a-temporary-presidency">impeached</a> himself on Dec. 27 and returning to office after his impeachment was overturned by the Constitutional Court on March 24. </p><p><em>This story will be updated as more details become available.</em></p><div><hr></div><div class="subscription-widget-wrap-editor" data-attrs="{&quot;url&quot;:&quot;https://www.theasiacable.com/subscribe?&quot;,&quot;text&quot;:&quot;Subscribe&quot;,&quot;language&quot;:&quot;en&quot;}" data-component-name="SubscribeWidgetToDOM"><div class="subscription-widget show-subscribe"><div class="preamble"><p class="cta-caption">Thank you for reading The Asia Cable! Upon taking office, Duterte encouraged police and vigilantes alike to carry out aggressive crackdowns, leading to the deaths of thousands of suspected drug users and dealers, often in extrajudicial killings. </p><p>The campaign drew the ire of human rights groups, the United Nations, and the ICC. They accused Duterte of crimes against humanity, citing reports of police abuses, lack of due process, and the targeting of poor communities. Yoon has agreed to appear for questioning by the Corruption Investigation Office for High-ranking Officials (CIO) despite previously defying summons relating to the matter and maintaining that the investigation into his declaration of martial law is illegal.</p><p>The arrest marks the culmination of a period of slowly slipping guardrails around Yoon in the aftermath of his short-lived martial law declaration.</p><p>Following the declaration, Yoon was impeached by the National Assembly on Dec. 14, meaning he was immediately suspended from executing the duties of the presidency. Prime Minister Han Duck-soo then assumed the position of acting president but was <a href="https://www.theasiacable.com/p/han-duck-soo-a-temporary-presidency">likewise impeached</a> less than two weeks later.</p><p>On Friday, Jan. 10, Park Jong-joon <a href="https://apnews.com/article/south-korea-yoon-presidential-security-chief-police-residence-detain-a909350d79d757a16d250294aded16d0">resigned</a> from his post as chief of presidential security while Acting President Choi Sang-mok called for bipartisan cooperation to launch an independent investigation into the martial law crisis.</p><p>On Tuesday, Defense Ministry spokesperson Lee Kyung-ho <a href="https://apnews.com/article/south-korea-yoon-detainment-martial-law-chung-police-56579842c576704c52841fc1a7c4db78">announced</a> that troops assigned to guard the president&#8217;s residence under the command of the Presidential Security Service (PSS) would no longer obstruct investigators' efforts to enter the premises as they had previously.   </p><p>The previous attempt to detain Yoon at his residence in Seoul on Jan. 3 was thwarted when members of the PSS denied police forces and investigators from the CIO entry to Yoon&#8217;s residence. This resulted in a tense standoff lasting approximately six hours before the CIO suspended the attempt.</p><p>Shortly before the attempt, and in the interim, large crowds gathered around the residence demonstrating both in favor of Yoon&#8217;s detainment and in his defense, further complicating the situation for law enforcement and security officials. </p><p>There were no reports of violence or injury during the second, successful attempt to bring Yoon into custody. Hamas, an Islamist militant group, controls the Gaza Strip, while Fatah, a more secular organization, administers parts of the West Bank under the Palestinian Authority. As a key architect of U.S. foreign policy and engagement in Asia - and the world at large - in the 20th century, Kissinger's death marks the end of an era in international relations.</p><p>Kissinger&#8217;s consulting firm, Kissinger Associates Inc., announced his passing on Wednesday (Nov. 29).</p><p>Kissinger's diplomatic career was distinguished by his role as national security advisor and Secretary of State under Presidents Richard Nixon and Gerald Ford. He was instrumental in shaping U.S. foreign policy during the 1970s, and carried on as one of the most well-known foreign policy figures after his time in office ended in 1977.</p><p>Perhaps his most significant contribution was his role in opening relations between the United States and China. In the early 1970s, against the backdrop the Cultural Revolution and Cold War tensions, U.S.-China relations were murky and strained. Recognizing a critical opportunity, Kissinger, then national security advisor, orchestrated two secret trips to China in 1971, working with Premier Zhou Enlai in laying the groundwork for President Nixon's historic visit the following year. This move marked a dramatic shift in the global balance of power and initiated a period of engagement between the two countries.</p><p>Kissinger's influence on US-China relations extended beyond this diplomatic breakthrough. He was a proponent of realpolitik, advocating for a pragmatic approach to international relations based on power dynamics rather than ideological alignment. His strategies during the d&#233;tente era reshaped American foreign policy and contributed significantly to the development of Sino-U.S. relations. </p><p>In July, Kissinger made a surprise visit to China, meeting with defense and foreign affairs officials as well as President Xi Jinping, who referred to Kissinger as an &#8220;old friend.&#8221; During this visit, he emphasized the importance of eliminating misunderstandings and coexisting peacefully to avoid confrontation. His body was flown back to Beijing pending instructions on funeral arrangements. </p><p>Following the announcement of Li&#8217;s death, he was praised by <em><a href="https://english.news.cn/20231027/346e6cec36ca4d1d882a14a9f6d47331/c.html">Xinhua</a></em> as &#8220;an excellent CPC member, a time-tested and loyal communist soldier and an outstanding proletarian revolutionist, statesman and leader of the Party and the state.&#8221; <em>Xinhua</em> further noted that &#8220;the obituary notice calls for turning grief into strength to rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, and to strive in unity for fully building a strong country and achieving national rejuvenation through a Chinese path to modernization.&#8221;</p><p> Li previously served as First Vice Premier in the administration of Hu Jintao and Wen Jiabao, as well as Party Secretary of Hunan (2002-2004) and Liaoning (2004-2007). Once seen as the preferred successor of Hu, Li was passed over for the country&#8217;s top offices in favor of Xi Jinping. Like Hu, Li first rose through the ranks of China&#8217;s Communist Youth League, eventually serving as its First Secretary from 1993 to 1998. He stepped down from his position as Premier in March of this year and was succeeded by former Shanghai Party Secretary Li Qiang.</p><p>Li&#8217;s cause of death has been reported as a heart attack by China Central Television. King was then transported to an unidentified American military base though he is <a href="https://apnews.com/article/north-korea-us-soldier-travis-king-00c171778e378d95fe1115fe31612ec2">expected </a>to finally arrive at Brooke Army Medical Center at Fort Sam Houston in Texas in the short term.</p><p>In the aforementioned statement on the matter, Jake Sullivan, national security advisor to President Joe Biden, thanked &#8220;the government of Sweden for its diplomatic role serving as the protecting power for the United States in the DPRK and the government of the People&#8217;s Republic of China for its assistance in facilitating the transit of Private King.&#8221;</p><p><em>Korea Central News Agency (KCNA)</em>, the state news agency of the Democratic People&#8217;s Republic of Korea (DPRK), <a href="https://kcnawatch.org/newstream/1695814510-607081799/kcna-report-on-final-findings-of-investigation-into-american-solider/">announced </a>the decision to expel the U.S. Army Private earlier in the day. Likewise, senior officials in the Biden administration have <a href="https://www.politico.com/news/2023/09/27/north-korea-soldier-00118337">indicated </a>that the U.S. made no concessions to the DPRK in securing King&#8217;s release, with one saying that North Korean officials had conveyed to Swedish officials their desire to release King. </p><p>At the time of his crossing of the Demilitarized Zone (DMZ) which divides North and South Korea, King was facing <a href="https://www.reuters.com/world/asia-pacific/us-soldier-got-fights-damaged-police-car-before-dash-north-korea-court-docs-2023-07-19/">disciplinary action</a>, including dishonorable discharge, for mutliple offenses committed during his time as a soldier stationed in South Korea. It was during a scheduled transit throught Incheon International Airport, where King was expected to board a flight to the United States, that he fled and joined a tour of the DMZ, where he later made his dash across the border and was taken into North Korean custody.</p><p>King was described as being in good health and spirit by one official speaking to <em>AP</em>.
